
On September 23, the European Commissioner for the Environment, Jessika Roswall, proposed a one-year postponement of the implementation of the European Union Deforestation Regulation (EUDR). As a reminder, this was scheduled for the end of 2025 for medium-sized and large operators, and June 30, 2026 for smaller structures. The reason given was that the IT systems required to absorb the millions of declarations were not ready. Note: an initial 12-month postponement had already been agreed for the end of 2024 (political decision in mid-October, publication in the JO at the end of December).
But there are two points to bear in mind:
- The substance of the regulations remains unchanged: the list of products remains the same (coffee, cocoa, soya, palm oil, cattle, wood, rubber).
- At this stage, the proposal has yet to be approved by the European Parliament and the Member States, so it is best to speak in the conditional tense. If this second postponement is approved, the deadline would be the end of 2026 (medium/large operators) and June 30, 2027 (small businesses).
Please note: nothing is set in stone until the text has been published in the Journal Officiel. To date, the official dates remain December 30, 2025 and June 30, 2026, depending on the size of the operator.
